  1. Russian military transformed a once prosperous Ukrainian city into a barren “Russkiy Mir”, devoid of any oportunities or livelihoods.

  2. People probably are reluctant to return as long as Russia is ruled by a tsar. So the only thing left is to rebuild as military cities. Maybe the area could become a trainings education center for NATO and other armies.
