The fact that this needs to be legislated is tremendously sad. Tips should *always* be calculated based off the subtotal, not the after tax total.

Kind of telling that restaurants and servers are upset they can’t keep deceiving customers. I’d say the overall attitude is embodied in this comment from the article
“Singh says the restaurant regularly deals with customers, usually tourists, who refuse to tip.”
