In my current city, it’s nearly impossible to get into a funded spot unless you know someone who works there and 100% impossible for anyone with a child with special needs to get daycare funding because the $10 day program also limits the amount of resources they have available to them and prevent the daycare from charging more to cover the additional resources required for high needs children.
Sounds great on paper, but maybe in the time of collapsing economy  fully rolling it out across the country was never going to be something that we had that means to accomplish right now. Instead, we got a half broken system that favours those who have inside connections.
