I heard an interesting take on this from the Economist.
If you look at the grassroots there is also not much activity from Trump’s campaign, there is far fewer lawn signs, not much door to door to talk to voters.
Basically the aim is to get to after the voting, find how to get a lawsuit into a federal court and escalate it up to his SCOTUS and get them on side that there has been fraud or other things and get the claim that the election was fraudulent validated in SCOTUS.
This explains why the campaign is basically a shell and the endgame is the legal route after votes have been cast.
