Odds are they are rubber rounds, since it’s a single guy firing single shots, it’s riot police not soldiers, and those protestors are rioters actively chucking firebombs at the cops.
Granted, if I was a venezuelan I would be *pissed* at my dictatorship too. But the title’s a bit overblown.
