Genuine question, but if an armed terrorist organisation is able to freely launch missiles from a sovereign country without any intervention by that country’s military (the Lebanese army), wouldn’t that country be classified as a failed state? The Lebanese government has completely lost the monopoly on violence if these people are allowed to wage private wars unmolested…
