    CA was all in on rooftop solar, but this is an election year and politicians need money, solar takes a back seat.

    The issue here is that TOU plans that want to balance needs of smoothing the duck curve out shouldn’t do what NEM 3.0 did with a worst possible implementation. I hope this challenge succeeds.

    The new policy should keep the NEM 2.0 incentives for those who add solar or wind AND storage per install site, and have some option for opting into co-op/purchase plans for those who cannot own their own roofs or install storage.

    This avoids doing what NEM 3.0 effected, and made solar/wind ROI time almost double/triple, and screw over ecological goals purely out of greed while still underserving the whole point of fee in tariff like TOU market incentives.
