Extremely loud air source heating help

Hi,

I have split system air source heating and it is extremely noisy. It’s so noisy that it literally takes me up multiple times every night. I have had the council out about 5 times and they done seem to know how to fix it. I recently had someone cone out in January and said he knows what the problem is so I had to wait for them to order the part. They fitted new part on Tuesday and serviced it. The sound went away for a while now its come back. This never happened when I first moved in it just started a few years after. The only way to get rid of it is by going to my breaker and turning off the switch that says outdoor unit..that completely eliminates the sound but then I get no hot water. The sound spreads throughout the whole flat like the pipes or something, sounds like someone’s running a tap but extremely loud. It goes on and off all night. It will start for maybe 10 minutes then stop for about another 10 minutes then start again and just keeps repeating all night. I’ve included a few videos so maybe someone here actually knows whats causing it and I can get the council to send someone that actually knows how to fix it.
