Couldn’t he just offer a chunky reward to all the guys who work at the tip? For a life changing amount of money I recon he could have them all permanently searching for it instead of doing their jobs.
Actually some of them probably have done which might suggest that finding the thing is more or less impossible. It’s not like the tip have a filling system.
Even if he found it, the hard drive would probably be water damaged anyway.
Seems like this hopeless hunt is consuming his life and he’d be much happier if he forgot all about it and moved on.

I don’t see how that is the counil’s fault, if you dump something valuable in the tip that is your fault, don’t expect the council to search every bin bag in the tip for you.
