I could actually see doing this in a military context, where you essentially get civilians to pay for the privilege of becoming military drone operators and gamify completing objectives. That’s dark as shit, but it essentially turns participants into adventurer-mercenaries, and that model is pretty well understood from a hundred or more years ago.
But when you have your civilian population commit war crimes against another civilian population… I don’t know where that goes. I think that’s how you wind up with ethnic purges.
