Need a detailed breakdown, but it sounds to me like some people involved in fraud decided to go to China since there isn’t an extradition treaty with Taiwan, and Taiwanese are already considered Chinese nationals so can live there indefinitely. These people would likely get jailed if they return to Taiwan.
