Double jeopardy wouldn’t apply since he wasn’t charged with anything, so is anything else stopping it outside of political will? Could the next FBI director open that file if he wanted to?

IIRC, Kavanaugh *also* perjured himself at confirmation hearings in 2004 and 2006, and never should have even been in the position to perjure himself at SCOTUS hearings in 2018.
