I would be wary of talking what the CEO of the Ottawa mission says at face value. Having worked in the Vancouver shelter system for a number of years, while they’re certainly some who truly care for the homeless, it is at the end of the day a multi-million (billion?) dollar industry.
Those who make their living serving the homeless community have no incentive to actually solve the issue. In fact the worse the problem gets the more funding they receive. The non-profit I worked for received over $19 million for the 2019 year. I really couldn’t say where it all went, though I do know our senior executives were making $300,000+ plus a year.
