This isn’t very accurate. To hire someone from the TFWP you need an LMIA. The TFWP is only about 10% of foreign workers. The majority are in the international mobility program, or they’re on study permits. Neither of these require an LMIA.

It is called “Temporary” for a reason. Good God why are we even changing the rules? They come here to work/study temporarily. They can re-apply for another 2 years but never a PR.
