Russia is shelling civilians and their infrastructure on purpose not because they’re unable to take ground (they are) but because it’s part of their established tactics. They want to depopulate the town and destroy food stores so the area is easier to take. This town is a major objective in the current Russian offensive in Donbas, serving as a major logistical artery.
The Russians shell civilians as a daily matter of course, not because of battlefield difficulties.
