This struck me as a good topic for discussion. I think a policy like this would be a huge mistake for the United States, but Italy is a land of small farms that produce high value crops. Their food is central to their national identity and tourism, and they value the farming culture. I think that this may be a reasonable policy for countries like Italy, at least until all the rooftops and parking lots are fully utilized. Of course the US has small farms that produce high value crops, but losing a small percentage of agricultural land is no threat to the community of farmers.

Note that agrivoltaics are fully exempt from this regulation.
