The article is a bit thin on details of how it will be constructed, such as whether anchoring infrastructure is shared. But this is a way of addressing concerns about loss of fishing grounds in coastal communities. Of course the fishermen are still excluded from those areas, but ancillary businesses like boat repair and seafood processing are still benefiting. Plus, a refuge habitat for fish is not a bad thing.
